Deputy Director, Operations

 

Job Description:  Organization: Position reports to the Director of a federally funded research and development center (FFRDC) headquartered in the Washington metropolitan area. The organizational climate is highly collaborative; the FFRDC routinely assembles multi-disciplinary teams to perform independent studies on a wide variety of topics relating to the homeland security mission. The organizational unit—HSI Operations Directorate (HSO)—performs analyses related to preparedness, training & innovation, and operational assessments. These analyses rigorously examine issues and options to improve homeland security capabilities “in the field.” They reflect the insights of personnel with subject matter expertise in areas such as security, law enforcement, and emergency response.

 

Major Responsibilities: The successful candidate will provide intellectual and organizational leadership and direction for HSO, to include: identifying the types of studies and analyses that HSO should seek to perform over a planning horizon of two or more years; evaluating the capabilities of the organization vis-à-vis these goals; identifying required skills and likely sources; spotting potential roadblocks and landmines; and developing action plans to achieve HSO and Institutional goals. The candidate will interact with decision-makers at all levels of DHS and other organizations to understand their needs, ensure HSO and Institutional goals are aligned with those needs, and articulate the Institute’s capabilities.

 

Required Skills: The successful candidate will have a thorough understanding of operations analysis management. He or she should be skilled in bringing together teams of operators, subject matter experts, and analysts to define problems, craft analysis approaches, and articulate insights that help senior homeland security decision-makers solve problems. The ideal candidate must bring an appreciation for the operational environment at the federal, state, local, and tribal government level, and an understanding of the current and potential role of the private sector in enhancing homeland security. He or she should possess subject matter expertise in at least one of the following areas: critical infrastructure protection, emergency preparedness and response, transportation security, border security, maritime security, personnel screening, or law enforcement. Ideally, this expertise will span a wide range of organizations (private sector, U.S. Government, and/or international). Expertise in operations research is strongly desired.

 

Basic Competencies: The successful candidate will be able to plan and manage organizational change in the face of uncertainty; motivate and mentor both individuals and teams; embody HSI values; and instill the corporate culture and values within HSO. Candidates must exhibit superb verbal and written communications skills, including the ability to articulate complex concepts clearly.

 

Required Experience:  The successful candidate will have demonstrated experience in leading operations analyses, working in a team environment, and managing change. Incumbents who have earned a PhD will have at least 15 years of relevant experience; incumbents who have earned a Master’s degree will have at least 20 years of relevant experience. At least 10 years of that experience must have been in leadership and/or management positions in the government professional services industry.

Educational Attainment:  An advanced degree in a discipline related to the “Requisite Skills,” is required; doctorate is preferred.

 

Clearance: Current Secret or Top Secret clearance is strongly preferred.
